Why early information matters to skilled trades
A commercial project often leaves a paper trail before the trades are formally invited to price their portion of the work. Depending on the jurisdiction, that trail might include planning applications, permits, plan reviews, publicly advertised procurements or other project records.
That doesn't make every record an open bid. An address is not an invitation. A permit is not an award. The information is useful because it helps a contractor identify what to verify next: Does the project fit our trade? Is the location in our service area? Who is involved? What stage is it at?
